Meaning
Ground Under Repair is any part of the course the Committee defines as under repair, whether by stakes, a painted line or another method. The definition also covers certain maintenance holes, material piled for removal and qualifying animal habitats, subject to the Rules of Golf.
How it matters in match play
Ground Under Repair is handled the same way in match play as in other forms of play. If the ball is in the general area and the condition interferes with the ball, stance or swing, the player may normally take free relief at the nearest point of complete relief and drop within one club-length, no nearer the hole. A ball in a penalty area is dealt with under Rule 17 instead.

Common questions
Does Ground Under Repair always have to be marked?
No. The Committee can define it by stakes, a painted line or another stated method. The Rules definition also includes some maintenance holes, material piled for later removal and qualifying animal habitats, even where those features are not marked in the same way.
Can I play the ball as it lies in Ground Under Repair?
Usually, yes. Rule 16.1 provides an option for free relief when there is interference, but it does not require you to take relief. You may play the ball as it lies unless another Rule or a Committee restriction, such as a no-play zone, prevents it.
How do I take free relief from Ground Under Repair?
For a ball in the general area, find the nearest point of complete relief, then drop the original or another ball within one club-length of that point. The relief area must be in the general area, no nearer the hole, and provide complete relief.
