Meaning

A Local Rule is a modification of a Rule of Golf or an additional rule that the Committee adopts for general play or a particular competition. It must fit the permitted purposes and be made available for players to read before or during play.

How it matters in match play

In Match Play, the Committee may use a Local Rule to address a course or competition need, such as defining boundaries or a special relief procedure. The Local Rule has the same status as a Rule of Golf for that match. Players should check the scorecard, notice to players or other official posting before starting, rather than agree an informal change between themselves.

Worked example

The Committee posts a Local Rule granting relief from aeration holes. On the 6th hole, Alex's ball lies in an aeration hole, so Alex takes the stated free relief; Ben does not receive that relief unless the posted Local Rule applies to the competition.

Common questions

Who can adopt a Local Rule?

The Committee responsible for the course or competition adopts it. Players should not create a different Local Rule by agreement during the round.

Does a Local Rule have the same force as a Rule of Golf?

Yes. For the relevant course or competition, an authorised Local Rule has the same status as a Rule of Golf. It must remain consistent with the permitted purposes and guidance for Local Rules.

Where should I look for Local Rules?

Check the scorecard, a notice to players or handout, the notice board, or the course or competition website. The Committee should make its Local Rules available for players to see.

Can a Local Rule change any penalty the Committee chooses?

No. A Committee has no general authority to apply penalties in a different way from the Rules. A Local Rule that is inconsistent with the authorised guidance is not authorised under the Rules of Golf.

Is a Local Rule automatically used at every club?

No. A Local Rule applies only when the responsible Committee adopts it for the relevant general play or competition. Always check the current notice for that course or event.

Is a Model Local Rule the same thing as every Local Rule?

No. A Model Local Rule is an official model that a Committee may adopt or use as a drafting example where appropriate. The Committee remains responsible for ensuring its adopted wording fits the stated purpose.
