Meaning
Preferred Lies is a Local Rule that lets a player take free relief by placing the ball within a stated distance of its original spot, normally when the ball lies in a specified fairway-height area of the general area. The Committee sets the relief distance and limits.
How it matters in match play
Preferred Lies is not automatic in match play: the Committee must adopt the Local Rule and state its limits. Under Model Local Rule E-3, the player may place the original or another ball once in the specified relief area, which must not be nearer the hole and must remain in the general area. The R&A says the rule may be introduced between holes after a match has started because both opponents receive the same benefit.

Worked example
As an illustrative house notice, if Preferred Lies allows one scorecard-length relief in fairway-height general-area grass, Alex's ball 160 metres from the hole may be placed within one scorecard length of its original spot, no nearer the hole; the notice does not permit moving a ball from a bunker.

Common questions
Are Preferred Lies part of the Rules of Golf everywhere?
No. Preferred Lies operate only when the Committee adopts the Local Rule and defines its scope, relief distance and limits. They are commonly called Winter Rules, but that name does not by itself authorise placing the ball.
Where can I use Preferred Lies?
Follow the competition notice. Model Local Rule E-3 is designed for a ball touching a specified part of the general area cut to fairway height or less. The relief area must be in the general area and must not be nearer the hole. It is not a general permission to move a ball from a bunker, penalty area or putting green.
Can a match adopt Preferred Lies after it has started?
The R&A guidance says the Local Rule may be implemented between holes after a match has begun because opponents receive an equal benefit. This differs from stroke play, where the guidance says it is not authorised once the round has begun.
How far may I move the ball under Preferred Lies?
There is no universal distance. The Committee must specify the relief-area size, such as one club-length, one scorecard length or 6 inches, and the ball must be placed under the stated limits. Use the event notice rather than assuming a customary distance.
Does Preferred Lies mean I can roll the ball into a better lie?
No. Under Model Local Rule E-3 the ball is placed once in the defined relief area, subject to the notice's limits. Rolling, repeatedly moving or placing nearer the hole is not the model procedure unless a valid competition rule expressly says otherwise.
Do scores played with Preferred Lies count for handicapping?
The USGA guidance says scores made while the Local Rule is in effect must be posted unless the Handicap Committee, in consultation with its authorised association, suspends posting because conditions are exceptionally poor. Local handicapping guidance and the adopted relief distance still matter.
