Meaning
The Rules of Handicapping are the World Handicap System rules for establishing, calculating, updating and administering a golfer’s Handicap Index and related playing handicaps. They cover acceptable scores, score adjustments, Course Handicap and Playing Handicap calculations, and committee responsibilities.
How it matters in match play
The Rules of Handicapping determine how a match-play handicap is calculated and applied, but they do not decide who wins a hole. Under the recommended individual match-play allowance, the player with the lowest Playing Handicap plays from zero and the others receive the difference. The competition Terms should state any allowance or local variation.

Common questions
Are the Rules of Handicapping the same as the Rules of Golf?
No. The Rules of Golf govern playing the game, while the Rules of Handicapping govern how handicap information and scores are used to calculate playing handicaps. A competition can need both sets of rules.
Do the Rules of Handicapping set every match-play allowance?
They provide recommended allowances, including 100% for individual match play, but the National Association or competition Committee may establish or specify the allowance. Check the Terms of the Competition before play.
Do the Rules of Handicapping decide which holes receive strokes?
They explain the handicap framework, but stroke allocation follows the course’s Stroke Index and the applicable competition procedures. The Committee should make the allocation and any extra-hole treatment clear in the Terms of the Competition.
Who administers the Rules of Handicapping?
The World Handicap System is administered through authorised national or regional bodies and golf clubs. A Handicap Committee has an important role in administering and reviewing a player’s Handicap Index.
Can a club change the Rules of Handicapping for a casual match?
A club or Committee can set competition conditions and select options permitted by its authorised body, but it should not describe an unsupported house arrangement as a WHS rule. Agree any casual variation before starting.
Does a Handicap Index directly determine match-play strokes?
Not directly. The Handicap Index is converted to a Course Handicap and then, after any applicable allowance, to a Playing Handicap. Match-play strokes are then based on the relative Playing Handicaps.
