What is Ruling in golf? A ruling is a decision applying the Rules of Golf to a rules issue, made by a referee or the Committee. Alex and Ben disagree about whether Alex's ball received free relief on the 12th hole; before either player tees off on the 13th, Alex requests a ruling, so the Committee can decide the issue under Rule 20.1b.

Meaning

A ruling is a decision applying the Rules of Golf to a rules issue, made by a referee or the Committee. Players may seek help, but they must not unreasonably delay play. A referee's ruling must be followed, and the Committee's ruling is final.

How it matters in match play

In match play, the players may agree how to decide a rules issue, provided they do not agree to ignore a Rule or known penalty. If they disagree, a player can request a ruling under Rule 20.1b. The request must be timely: before either player starts another hole, or before the match result becomes final for the final hole.

Common questions

What is a ruling in golf?

It is a decision applying the Rules of Golf to a rules issue. A referee or the Committee makes the decision; players should not delay play while seeking help.

How do I request a ruling in match play?

Tell your opponent that you want a referee or the Committee to decide the issue, then make the request within the Rule 20.1b time limit. If the issue arises before the final hole, request it before either player makes a stroke to begin another hole.

Can match-play players decide a rules issue themselves?

They may agree how to decide an issue, and that outcome is conclusive, but only if they have not agreed to ignore a Rule or penalty they know applies. If they disagree, either player may request a ruling.

What happens if a ruling request is too late?

A referee or the Committee will not give a ruling under the ordinary match-play procedure, and the result of the hole or holes stands even if the Rules were applied incorrectly.

Is a referee's ruling appealable?

A player has no right to appeal a referee's ruling to the Committee. The referee may seek another referee's opinion or refer the ruling to the Committee for review, and players must follow the ruling.

Does a ruling automatically mean a penalty?

No. A ruling determines how the Rules apply to the facts. The outcome may confirm that no penalty applies, or may apply the penalty required by the relevant Rule.
