Best first choice
Four-player scramble. Four teams of four use all 16 players without creating a 16-person group, and the shared-choice format is easy to explain across staggered tee times. If handicaps are used, publish the committee-approved allowance and rounding before play because the WHS table gives a recommended formula rather than a universal house rule.
What to agree before play
A 16-player field still needs separate tee times; putting all 16 in one group would be impractical and is not implied by any format. Knockout match-play formats need a bracket, time limit and a decision on whether losing sides get consolation matches; four-ball and foursomes are pair formats, not 16-player groups. Skins, carry-overs and team-selection games are house arrangements, so agree ties, money and handicap treatment in writing instead of presenting them as official Rules of Golf formats.
Table
| Game or arrangement | Why it fits |
|---|---|
| Individual Stableford | A 16-player field can score separately, with staggered tee times and one results list rather than trying to put everyone in one group. |
| Four-player scramble | Split the field into four teams of four so every player contributes while the event remains manageable across separate tee times. |
| Four-ball match play knockout | Pair the 16 players into eight sides and run first-round head-to-head matches, followed by later rounds if time and daylight allow. |
| Foursomes match play knockout | Create eight pairs for alternate-shot matches, using a bracket or a scheduled first round with later rounds optional. |
| Individual stroke play | Keep one gross or net leaderboard for all 16 players, using separate tee times and a clearly stated tie-break. |
| Sixteen-player skins | Run a single field with a written carry-over and tie rule, treating the payout as a house game rather than a Rules-defined format. |
Worked example
For a four-player scramble, Alex, Ben, Chris and Dana have Course Handicaps 8, 12, 20 and 28; applying the WHS Appendix C 25%/20%/15%/10% components gives 2.0 + 2.4 + 3.0 + 2.8 = 10.2 strokes before any rounding required by the competition terms, so the committee must state how that result is rounded and applied.

Common questions
Can 16 golfers play one game together?
They can share an event, but not sensibly one tee-time group. Use separate tee times and one results sheet for an individual game, or divide the field into teams or pairs; the format should state how scores are combined.
What is the best game for 16 players with mixed ability?
A four-player scramble is a practical first choice because four teams of four share decisions and contribute to one team score. If handicaps are used, put the allowance and rounding in the terms before the first tee time; the WHS recommendation for a four-player scramble is 25% low, 20%, 15% and 10% high.
How do handicaps work in a 16-player match-play event?
For individual match play, the WHS recommendation is 100% of Playing Handicap, with the lowest player normally set to zero relative to the others. Four-ball match play has a recommended 90% allowance, while foursomes use 50% of the combined team handicap; use the relevant format and the committee's stated terms rather than copying one allowance to every game.
Is a 16-player skins game an official Rules format?
No national Rules of Golf format is established here for skins payouts. It is a casual side game, so the group should document the stake, carry-over, tied-hole treatment, handicap basis and settlement before play.
Do 16 players need a single leaderboard?
No. A single leaderboard works for individual Stableford or stroke play, while scramble, four-ball and foursomes normally show team or side results. The organiser should publish whether the competition is gross or net and how ties are resolved.
Can eight pairs play four-ball and foursomes at once?
Yes, as an event split across separate matches or tee times, but four-ball and foursomes are different pair formats. Four-ball partners each play a separate ball and the side uses the better score; foursomes partners play one ball alternately, so label the draw and scoring clearly.
