Meaning
A Handicap Committee is the golf club body responsible for administering members’ Handicap Indexes under the World Handicap System. It checks that the club meets its obligations, reviews evidence of a player’s demonstrated ability and can take permitted handicap actions when the Index no longer reflects that ability.
How it matters in match play
A Handicap Committee does not decide the winner of an individual match. Its handicap administration matters before play because an accurate Handicap Index feeds the Course Handicap and Playing Handicap used to allocate strokes; it may also review a player’s Index or a submitted score. Match-specific Terms of the Competition and the Committee in charge of the competition remain separate responsibilities.

Worked example
In an illustrative review, Alex’s Handicap Index is 12.4 but his recent scoring evidence consistently indicates a lower Index; after considering the available evidence and giving Alex a chance to respond, the Handicap Committee may apply an adjustment under the Rules of Handicapping before Alex plays Ben, rather than inventing a different match allowance.

Common questions
What does a Handicap Committee do?
It administers the club’s WHS obligations, helps ensure members’ Handicap Indexes reflect demonstrated ability, and conducts or responds to Handicap Reviews using the evidence and procedures in the Rules of Handicapping.
Can a Handicap Committee change a Handicap Index?
Yes, where the Rules of Handicapping permit an adjustment or other committee action. The player must be informed and given an opportunity to respond, and the applicable appeal process must be available where required.
Does the Handicap Committee settle a match-play dispute?
Not usually. Handicap administration belongs to the Handicap Committee, while rulings and Terms of the Competition belong to the Committee in charge of the competition; a club may assign these duties to the same people, but the responsibilities are distinct.
Can it post a penalty score?
The Handicap Committee can take action when a player fails to submit a score from an authorised format. Depending on what is known and the reason for non-submission, the Rules allow the actual score to be posted or a penalty score to be applied.
Is every club handicap decision a national rule?
No. The WHS Rules set the governing framework, but a club’s Terms of the Competition and delegated procedures can add local administration. A club practice should not be presented as a universal WHS or Rules of Golf requirement.
Who can request a Handicap Review?
Under the R&A’s Rule 7 guidance, the Handicap Committee may review an Index at its discretion, and a review may also be conducted at the request of the player or another player.
