Meaning
A Handicap Review is a procedure in which a Handicap Committee checks whether a player's Handicap Index still reflects their demonstrated ability. The committee considers the available scoring record and other relevant evidence, then may adjust or temporarily freeze the index under the Rules of Handicapping.
How it matters in match play
A Handicap Review does not alter the result of an already completed match. If a committee changes a player's Handicap Index after reviewing evidence, the revised index may affect that player's future Course Handicap and Playing Handicap, including a later match played under the competition's handicap terms. Match-specific stroke allowances and terms still apply.

Worked example
After reviewing Alex's recent scores, the Handicap Committee decides that the evidence supports a 1-stroke reduction from 12.4 to 11.4; a later handicap match must use the applicable Playing Handicap calculated from the revised index, not rewrite an earlier result.

Common questions
Who can conduct a Handicap Review?
The Handicap Committee conducts it. Under Rule 7.1a, the committee has discretion to review a player at any time and is strongly recommended to review home-club members at least annually. A player or another player may also request a review.
Can a Handicap Review change a Handicap Index?
Yes. After considering the available evidence and giving the player notice and an opportunity to respond, the committee may apply an upward or downward adjustment of at least 1 stroke. The normal increase is limited to 5.0 strokes above the player's Low Handicap Index unless exceptional circumstances apply.
Does a Handicap Review automatically mean a player has cheated?
No. The review can consider many circumstances, including rapidly improving or declining ability, injury or illness, and different performance between formats. The committee may also consider evidence of an attempt to gain an unfair advantage, but a review itself is not a finding of wrongdoing.
How does a Handicap Review affect a match already played?
It does not automatically change the recorded result of a completed match. The review concerns the player's Handicap Index; any later match uses the revised handicap only if the applicable competition terms and calculation rules require it.
What evidence can a Handicap Committee consider?
Rule 7.1a lists evidence such as previous handicaps, the player's scoring potential, injury or illness, and significant differences between formats such as organised competition and general play. Appendix D also describes scoring-record analyses and other knowledge relevant to demonstrated ability.
Can a committee remove a Handicap Review adjustment or freeze?
Yes. Rule 7.1a says the committee can remove an adjustment when it is no longer warranted and can remove a freeze at any time. The player's scoring record is then used to calculate the Handicap Index under the normal rules.
