Meaning
Peer Review in the World Handicap System is the process of confirming or challenging a player's submitted score or Handicap Index. It normally involves another golfer who played in the group or knows the player's demonstrated ability, helping the handicap process support fair play.
How it matters in match play
Peer Review is not a way to decide who won a match. It can support the integrity of handicap information when players submit scores or use handicaps in a match, because a fellow player may reasonably verify or question the score or Handicap Index. Raise a challenge with the player or the club's Handicap Committee; do not treat an opponent's disagreement as an automatic handicap adjustment.

Alex and Ben play a handicap match; after the round, Ben notices Alex has not posted the 18-hole score and asks Alex to submit it, while recording a factual concern for the Handicap Committee rather than changing Alex's Handicap Index himself.

Common questions
What does Peer Review mean in golf handicapping?
It is the process of confirming or challenging a player's score or Handicap Index. A fellow golfer may provide relevant information, but the Handicap Committee handles a formal review.
Who can take part in Peer Review?
The USGA says it is normally someone who played in the same group or someone who knows the player's demonstrated ability well enough to verify or challenge the Handicap Index. Local certification procedures can be set by the National Association.
Does Peer Review change a Handicap Index immediately?
No. A challenge should be raised with the player or reported to the club's Handicap Committee. The Committee, not an opponent in a match, considers the evidence under the applicable Rules of Handicapping and local procedures.
