Meaning
A Penalty Score is posted to a player's handicap record by the Handicap Committee when the player has not submitted an acceptable score in time. Its value should reflect the circumstances and the player's intent; it is marked with a P and used in the Handicap Index process.
How it matters in match play
Penalty Score is not a stroke added to a hole or a match result. It is a World Handicap System administration action that may affect a player's Handicap Index and therefore a later Playing Handicap. If Alex misses the required score submission after a handicap-eligible match, the Handicap Committee—not the opponent—decides whether to post a Penalty Score under Rule 7.1b.

Worked example
Illustratively, if Alex fails to submit an authorised score and the Handicap Committee decides the omission was intended to lower Alex's Handicap Index, it may post a Penalty Score equal to Alex's highest Score Differential in the last 19 scores; that entry is not a stroke added to Ben's match result.

Common questions
Is a Penalty Score the same as a Penalty Stroke?
No. A Penalty Score is a WHS handicap-record entry made by the Handicap Committee. A Penalty Stroke is a Rules of Golf consequence during play. They should not be combined when recording a match result.
When can a Handicap Committee apply a Penalty Score?
Under Rule 7.1b, it may apply one when a player fails to submit a score from an authorised format and the reason is not justified, particularly when the actual score is not immediately discoverable. If the score is later found, the actual score should be posted, with discretion about retaining the Penalty Score.
How is the value of a Penalty Score chosen?
It should suit the circumstances and the player's intent. For example, the highest Score Differential in the last 19 scores may be used when the player sought to lower the Handicap Index, and the lowest may be used when the player sought to raise it. Local WHS administration may also specify further detail.
Does a Penalty Score change the score of a match already played?
No. It is a handicap-record action, not a change to the holes won, match result or agreed score. It can affect a later Handicap Index and Playing Handicap, subject to the Handicap Committee's decision and applicable WHS procedures.
Is a Penalty Score automatically posted everywhere?
No. The Handicap Committee has the authority and discretion to assess the reason, the circumstances and the player's intent. Players should follow their club or authorised association's score-submission process because administrative procedures can vary by jurisdiction.
What mark identifies a Penalty Score?
USGA guidance states that Penalty Scores are designated with a P. The underlying entry remains part of the player's handicap scoring record rather than a match-play scoring mark.
