Meaning
Soft Cap is a World Handicap System safeguard that slows upward movement of a Handicap Index. Once the newly calculated index is more than 3.0 strokes above the player's Low Handicap Index, only half of the increase above 3.0 is applied. It operates before any Hard Cap limit.
How it matters in match play
Soft Cap does not change the match-play format or automatically set a Playing Handicap allowance. It can change a player's Handicap Index between rounds, which may alter the Course Handicap and then the Playing Handicap used in a later match. Calculate the applicable handicap under the current WHS and competition conditions; do not treat Soft Cap as extra match-play strokes.

Worked example
Alex's Low Handicap Index is 12.0 and his newly calculated Handicap Index is 16.0: the 4.0-stroke rise is reduced to 3.5 strokes (3.0 plus half of the 1.0 above the threshold), so the capped index is 15.5.

Common questions
What triggers the Soft Cap in the WHS?
It is triggered when a newly calculated Handicap Index is more than 3.0 strokes above the player's Low Handicap Index. The cap then restricts the part of the increase above 3.0 strokes to 50 percent.
Does the Soft Cap mean my Handicap Index cannot rise?
No. It slows upward movement after the 3.0-stroke threshold; it does not stop it. A Hard Cap can limit the total increase to no more than 5.0 strokes above the Low Handicap Index after the Soft Cap is applied.
When does the Soft Cap start applying?
The cap procedures start only after a Low Handicap Index has been established. Under the WHS, that requires at least 20 acceptable scores in the scoring record; the Low Handicap Index is then used as the reference point for the relevant 365-day period.
Does the Soft Cap give extra strokes in match play?
No. It is a safeguard in the Handicap Index calculation, not a match-play allowance. A later match uses the resulting Handicap Index to calculate the relevant Course Handicap and Playing Handicap under the competition's terms.
How long does the Soft Cap last?
There is no fixed duration. The cap can remain in effect while the relevant 8-of-20 average is more than 3.0 strokes above the Low Handicap Index, and its effect can change as scores are posted or the 365-day reference period moves.
Can a Handicap Committee override a Soft Cap?
A Handicap Committee may override a cap in special circumstances, such as injury or illness, where the normal safeguard would not fairly reflect the player's demonstrated ability. Any such action follows the applicable WHS committee procedures.
